Rob Dudiak, the city's special projects manager, explained that the return of approximately 25,000 university students combined with curious commuters testing the newly reopened University Bridge has overwhelmed the already constrained road network.

"We're not in control, obviously, of everything that people do as they commute. I think that we're starting to see people who maybe heard that the bridge was open and wanted to try taking that route again, making that attempt and coming into those restrictions," said Dudiak.

The congestion has reached extraordinary levels, with Global News documenting a 30-minute travel time to cover the 1.5 kilometer stretch from Campus Drive near the student centre to the Campus and College Drive intersection. This route typically takes under five minutes during normal conditions. Students attempting to exit campus parking lots report similar delays, with many experiencing at least 30 additional minutes added to their daily commute times during this transition period.

Construction projects compound congestion

The traffic nightmare stems from two major concurrent infrastructure projects. Along College Drive, crews are actively building platforms for the Link bus rapid transit system between Clarence and Cumberland Avenues. This work has reduced traffic to single lanes in each direction and introduced numerous intersection modifications that confuse unfamiliar drivers. The first phase of this project will continue until late October when paving operations conclude, with a second phase between Cumberland and Preston Avenues scheduled for 2024.

Compounding these challenges is the recently completed University Bridge rehabilitation project. Originally closed on April 6 with an anticipated June reopening, weather delays and the discovery of additional repair needs pushed the completion date to late July and increased project costs by $213,000 to a final total of $1.7 million. The bridge's reopening has funneled thousands of additional vehicles into an already compromised traffic network.

University and healthcare impacts

The University of Saskatchewan community has been particularly affected by the traffic disruptions. With thousands of students returning for fall classes and faculty resuming normal campus operations, the construction has created significant accessibility challenges. The university administration has acknowledged these issues while emphasizing the long-term benefits.

"While construction may create temporary inconveniences, these projects will provide long-term improvements to campus infrastructure, accessibility and transportation access," USask said.
University officials have advised students experiencing severe delays to communicate directly with instructors about potential accommodations.

The healthcare sector surrounding the university campus has also felt the impact. Royal University Hospital and the adjacent Saskatchewan Cancer Centre serve patients from across the province, many of whom must handle the congested area for critical appointments. While Medavie Health Services West reports no significant ambulance delays thanks to dedicated transit lanes and adaptive deployment strategies, the Cancer Centre has implemented policies to accommodate patients arriving late due to traffic. This situation highlights how infrastructure projects in urban medical districts can have ripple effects on patient care and medical logistics.

City response and mitigation efforts

City officials emphasize that the current situation resulted from extensive planning spanning more than a year, though reality has presented unexpected challenges. Dudiak explained the city's adaptive management approach:

"There's a difference in looking at it as part of a planned sequence and then what we see in reality day to day, which then we try and monitor and make adjustments as we can in order to reduce the pressure and frustration for everyone."
The city has established collaborative working groups with the university and Saskatchewan Health Authority to implement real-time traffic flow improvements, and early indicators suggest these measures may be having some effect as congestion has shown slight improvement in recent days.

Infrastructure challenges and future work

Several ongoing construction elements continue to complicate the traffic situation. The exit from University Bridge to Saskatchewan Crescent remains closed pending final work, though city officials anticipate reopening it within days. Simultaneous construction on 25th Street with lane restrictions extending to the bridge, plus the complete closure of the intersection at 25th Street and 2nd Avenue North, creates additional bottlenecks in the area.

City crews face a race against time to complete paving operations before winter weather arrives. Dudiak noted the inherent uncertainty in construction timelines, saying

"It's very dependent, right? Obviously, we have no control over when that actually takes place, but they'll work as long as possible."
The city aims to avoid maintaining temporary traffic controls through winter months when snow and ice would complicate both construction and traffic management efforts.

The current congestion highlights the interconnected nature of urban transportation systems.
